As ever, your heart is in the right place, but... I find a certain measure of flaw in your execution. First, illicit substances usually are the actions of carefully crafted non-lethal (comparatively) poisons, which produce their effects based upon the impairment or misbehavior of some bodily function, so you did, in fact, either drug or poison foals. Both of those are Bad, Twilight. Furthermore, you should not teach ponies to mock others, even in an exercise intended for betterment. Finally, you neglected to inform Cheerilee that you were still under the effects of a decree requiring a second adult presence supervising your behavior around foals, due to your many magical mishaps.
We're extending that one by the way, and adding both Anon and Trixie to the list of those who are not considered adults for this purpose.
Spike remains on the approved list.

Neither Anon nor Trixie counts as adult supervision? Well, neither one of them could stop purple smarts anyway. Then again, how is Spike supposed to stop her?

Trixie was never responsible anyway, and Anon would probably let her do whatever as long as it was funny enough. Spike at least knows when it's time to go get help.

Nonsense. Public ridicule for unacceptable or illegal behavior is perfectly fine and effective. Their feelings aren’t worth sparing the results unless the negative feelings would last a long time and even then the ultimate concern of a society is the society, even if that means a few are miserable (for their own bad choices, especially) so the many learn to avoid harmful behavior. Especially when they were warned of consequences but chose to act anyway. People are responsible for the consequences of their own choices. And age does not free them of this responsibility. Cause and effect is neutral. More importantly, those kids were literally just told and shown not to do it and chose to do it anyway, so making them an example to prevent the rot from spreading is important.
It’s all well and good to think someone being harmed is “wrong” but if the alternative is harm to more then it is no longer wrong, depending on the context and situation of course. Context determines right and wrong. Killing is wrong, for example, is a statement that easily proves this and I doubt I need to explain why context would make it true or false. It’s only true when taken on its own or in specific other context and likewise untrue in other context and when not on its own.
Good and bad, though, are not dependent on context. But good and bad are not the same as right and wrong.
What Twilight did was bad, but right. And also easily handled in a far more benign way, but the existence of more “good” options does not impact right and wrong unless one believes choosing a more “bad” option is inherently wrong.
Besides, Twilight did not teach the foals to mock others. She taught them to mock druggies. That they are “others” is mere semantics and completely changes the meaning of what she actually did from hostility towards criminals and harmful behavior to hostility towards anyone. An extremely important and large difference.
