I think you misunderstand how she works.
I'm gonna bring up an example you might understand. Barring some DRASTIC change in his upbringing, it's very unlike Superman to be a governmental stooge who'd always put what the government said over what was actually right. Which is why Frank Miller doesn't know how to write him. And he always chooses life, which is why Zack Snyder and Stephen Goyer don't know how to write for him. Having him do those things so drastically goes against his character and what he stands for that it's not just insulting to him, but to those of us who actually love Superman even one iota. The only way they get him to that place is to drastically ALTER his personality, as such, I don't buy that this is the same Superman that I love and care for.
The same goes for this story. It WANTS Celestia to be in a certain place, but because that place doesn't make a lot of sense given her personality and her personification in both the show and the comics, the author had to ALTER that and make her more nationalistic. He has to ALTER her personality, and as such, it makes her actions less believable.
But the people in the comments hate her anyway cuz our culture has always disliked royalties, we don't buy into the "one true king" stuff as Americans, we prefer democratically elected people and have an inherent mistrust of authority. Because of that inherent cynicism that's built up, we NATURALLY ASSUME that authority figures are either bad or incompetent in some way and refuse to believe they might actually be decent. Celestia, You Done Goofed. Not only did her forces fail to sneak across the border, but were utterly oblitterated by the advanced technology and training of the NUS. Honestly, if she were to work on communications (Reverse engineering radios) for her military things might have gone differently. Her Hubris will be her downfall.

That's like assuming that the JLA is popular in the comics cuz they brainwash the populace, which is what the X-Men and Avengers assumed in a crossover event when they saw a child giving Wonder Woman a flower. They assumed that because it didn't make SENSE to them that civilians would APPRECIATE people putting their lives on the line, cuz Marvel citizens are dickholes. But that's a foolish assumption to make when you actually know anything about the DC universe.
The same goes for MLP. If this was, say, the actual Marvel universe her behavior might make a bit of sense. But it's not, so it doesn't. It comes off as an extremified, almost straw man version of her meant to be knocked down so Dominic CLEARLY comes off as in the right.

I don't have the luxury of being able to read the comics, so all I can go off of is what we see of Celestia in the show and history itself. Whenever we see Celestia in the show she's in front of the public, with the exception of Twilight Sparkle and Luna, we never see her doing government work. It would stand to reason, however, that seeing as most of the world in the show seems to be fucked economically (Griffonstone, Yakyakistan, etc.) there is a big disconnect between Celestia's kind exterior and her personality. If she's so kind, why isn't she sending aid to the Griffons? Why are people so quick to paint her as obliterating the yaks if the declared war? Because they knew she can do it, she just won't, for her own reasons. Is that to say she's evil or bad? No, just set in her ways and used to the status quo.
At the end of the day, Celestia is a Head of State first and a guiding light second, she has to be. She has to put the good of her subjects, her country, over the good of others like in Griffonstone. Though a thousand years of peace seems to have muddled the issue, the disconnect between doing good things and doing her job has sort of ceased to be, and any threat to the status quo makes her feel like she's no longer in control. That's not her fault either, she's been entrenched in government for over a thousand years with no differing opinion to challenge her, and surprisingly everything has been working out okay, but just because there's nothing bad happening doesn't mean there isn't a problem.
The NUS and Luna's choice of Thestrals and Humans over Ponies are a shock to the system. Celestia has been almost asleep at the wheel for a thousand years, and now the headlights of an oncoming car are glaring in her face. She can choose to swerve out of the way, into the unknown, or plow through the oncoming car and keep on trucking on the same road. She has a good basis for thinking she can beat the NUS, Equestria has the largest military budget in the world and up until recently the most advanced weaponry. By going to war she thinks she can save the status quo, therefore removing the scary thoughts of if she's been leading poorly for the past thousand years, if Luna REALLY still loves her, if her country will be surpassed by another. She's made claims that she's delegated power to ponies like Twilight, Cadence, etc... But has she? Twilight seems more like a glorified administrative assistant in the show, and Cadence simply runs a the Crystal Empire as a puppet state. Deep down I think Celestia is a bit of a control freak, and the NUS has threatened that control. She isn't evil, I'm not trying to portray her that way, but I'm trying to show that a fear of losing control can drive people to do irrational things... It's not just down to a science. Actually, I kinda got the idea for that from a song by System of a Down called 'Science' which touches on the danger of following the status quo that's been set over centuries.

But those countries aren't really part of the Nation of Equestria. She's trying to manage her own country. And considering half the time there's giant bugbears roaming around, or hydras, or Ursa Minors or Parasprites appearing or Changelings at the gates of Canterlot, she probably just has her plate full. We never see much of Glinda the Good Witch, but we know she's a good person who's very powerful the same way Gaia was for the Planeteers. She's the matronly mother figure, always in the background as a kind of constant, only stepping in for the most dramatic of times.

I was referring to her responsibility. At the end of the day a head of state must look out for their own people first, that's why they're in power, to serve the people. That's why Dominic lives in a simple house or even on a cot in his office, because he views leading the country and military as a humble responsibility. He takes a very hands on approach and leads by example, Celestia delegates tasks to Twilight Sparkle on a regular basis, and to me that feels like she isn't as in tune with her subjects as she thinks she is.
That may be true, but not everyone is saintly without flaws. I have seen that musical 'Wicked' about Glinda the Good Witch and the Wicked Witch of the East, and Glinda has some mighty big skeletons in her closet. The same can be said for Gaia, though I didn't watch the show often, it seemed to me the only reason she woke up and called upon 'Captain Planet' was because humans disturbed her sleep. It seems like they all take a hands off approach and allow things to get out of hand before they step in, I can't really think of one instance where Celestia has actively tried to stop a problem other than sending Twilight. The the exception of the storm The Crystalling and trying to take down Chrssy in the Royal Wedding.

My hate for Celestial is growing more and more, not only did she give warning of a war - though at this point it was fruitless - she lied to Twilight, and it was a serious one at that, I don’t care at this point but Celestia deserves worse than death
