my thoughts for how the C.W.G. should approach the situation in front of them.
Well, this is complicated. I would say simplify it by sending Catalyst and the other volunteers back, now. Their presence can only feed the fears of the sorcerer group, and Catalyst just seems like the type to second guess Joyner at a pivotal moment. It's unknown if any of them have law enforcement or military backgrounds. What is known is that they're academics. Granted, if all else fails, the volunteer mages could theoretically use their superior magic to pacify the sorcerers quick, fast, and in a hurry, but that would be a hollow victory. If there should come a time when magical brute force is the only solution, then the humans will truly have failed at self regulating, because that is where the ponies will always have the advantage, in numbers, experience, and the princesses themselves. Currently the ponies don't really need the humans, so I feel like the humans aren't really equals until they can stand on their own. Not that it's a bad thing to have allies.
The presence of the C.W.G. ponies is also likely to ratchet up tensions, in this particular incident, but sending them away seems likely to have longer lasting implications. Everyone is going to have to get used to the C.W.G. being made up of both ponies and humans, and the sooner, the better. Also all C.W.G. members need to know they can trust the people they work with.
All that said, they should avoid a confrontation now, if at all possible. Make this a stakeout, not a raid. Continue to observe and gather evidence. Positively identify each of the offenders, and then wait for them to disperse. It's much safer for the C.W.G. to pick them up, one at a time, the next day, than to get all gung-ho, and raid the whole group, while they're playing with their splodey new toys. They're supposed to be peace officers, not paramilitary. I'm not sure if middle of the night raids should even be in their playbook, but I'm leaning towards, "No." Also, approaching them one at a time lets the C.W.G. tailor each arrest to the temperament and likely reaction of the individual. Night Flare seems practical enough to be talked down. Full Spectrum, they might actually need Catalyst to just taze the crazy bitch.
If the worst should happen, and they should be spotted, well then things could go downhill pretty quickly. The C.W.G. already has so many rules in place about how much force they can use, and the only rule the sorcerers seem to follow is a loose code that identifies humans as needing the protection of the sorcerers. All the C.W.G. can really do then is stick to procedure. First verbal force: try to talk them into surrendering. It might help to mention Chris's accident. If attacked, respond with equal force. That's really the worst case scenario.

Mike and the rest of the C.W.G. are going to have to 'secure' all seven 'illegal' mages, but that 'new' magic should probably get out of control at some point. Really spice the next chapter up a bit with it. (Just my opinion)

Don't underestimate mass. The damage mass can do only depends on the energy with which you can throw it. The destructive potential is only limited by the amount of energy available. You've seen one human tossing a pebble away at the speed of sound. Now imagine 100 humans using their combined magic energy to toss a mere steel pillar with the weight of one ton directly into a city at the maximum amount of energy available.

And it is now Mike's turn to be a dumbass. To have so little faith in the ponies, even the ones they fought and bleed beside, to turn on them just from the word of felons (training in combat magic vs misdemeanor of just being stupid to practice unsupervised) is increduable. The ponies did not have to teach them at all about using magic but they are doing so to at least let the humans be safe with it. Plus striking out against masters when you yourself are just neophytes? Beyond stupid.
First off, one one-millionth of a molecule would be thinner than relatively high atomic weight atoms commonly present most anywhere in the body, like iron, zinc, nickel, and copper.
If it were THAT thin, AND capable of severing physical matter, that would have, without ANY doubt, caused several hundred million nuclear detonations along the incision when his body hit it (Hell, it would even occasionally react with air and microscopic particles in the air, and you'd STILL get nuclear explosions every so many seconds with a static edge that thin).
Second, Pony science is almost exclusively centered around how it pertains to magic.
They shouldn't even know much of anything about even the microscopic level (save that it probably exists, to the best of their knowledge).
Let alone know that molecules or atoms exist.
They'd know that SOME elements exist, based on the fact that they're more prevalent when something is destroyed (IE, via combustion or ground up to a fine powder and magically scanned for irregularities), but they wouldn't know why.
Hell, I'd be surprised if they fully grasped what cells were or how they worked, outside of sex cells (which are FAR more magically active, in this story) and possibly blood cells.
(Otherwise they'd have had a cure for Rabies. Somepony LONG ago would have realized the potential for vaccination.)
Pony science/mechanical technology is around that of the mid 18th century, with magical devices providing shortcuts to more advanced things like refrigeration, entertainment, and especially medical technologies (ponies are very keen on helping and healing their own kind, so naturally focus on magic and healing would be the key focus of most all their magical technology).
A millionth of a molecule wide... I don't even think that is possible. Each zero after the decimal point decreases the number not linearly, but exponentially, by a factor of 10. A millionth of a molecule wide would be smaller than a proton. What molecules then would make up the sharp edge?
