He'd just find a way to hurt others again and blame them for his misfortunes. Either throw him in jail and flush the keys (after removing his magic), or kill him. But never let him return to society in any form again.
'course, this ending is convenient for all involved. Tonya never forced Number to kill anyone. Oh she used illicit mind magic, but it never forced Number to kill him. Not even in self defence. Number never killed him, or did any of it of her own free will, so there goes that shard of guilt on her part.
The way it looks now... they might let Tonya of with a comparative slap on the wrist. They've shown how far they are willing to go with to those who break their laws with this memory review, so Tonya no longer needs to be an example. If they can separate her mind powers from her other magic, they can just take away her mind powers and call that punishment. Technically it'd reward her since Tonya no longer wants anything to do with her powers, but to night ponies it'd look intimidating.
Though I doubt their powers are that precise. It'd mean separating one specific subset of magic from all the magic that makes up Tonya, and none of it is night pony magic. That's some really advanced magic I don't see a couple of rookie night ponies pull off, dreamwardens or not. Heck, even just taking away her magic should prove to be pretty hard, given that half the problems with Sunset in the original story was that there's no easy way to take away a pony's magic.

Except this isn't the end. The dreamwardens are up to something. They already knew about all this memory but still brought this to trial. From how they were speaking before the trial it seems like they planned out their votes. I'm guessing for it to come to a tiebreaker again. The only reason why this is must be they are trying to apply pressure to get something. Phobia even seemed worried this could go wrong and Tonya could end up dead. The big question is what are they trying to get?

I maintain that punishing Tonya is a stupid move. Yinyu can wax poetic about the limitations of the wardens all she likes, but here's what ponies and people alike in the waking world will see: A pegasus, not a night pony, got punished for a crime nobody talks about, in a trial nobody can see, that anyone involved regardless of tribe is silenced from talking about by magical oaths in a court that can reach any pony on earth the moment they close their eyes.
That sounds like 'the undisputed pony rulers of earth.' And with every night pony on earth under their command, they have the perfect police to enforce their laws.
Swift Strike should have burned in Tarturus for what he did! Death was too good for him; he should have paid for this crimes.... take this ability to speak away first so no one could hear him speak that trash anymore! The rest of his punishment be up to the victims and the Wardens.
