This is actually the second time this partial chapter has tried to publish early. At this point I'm just taking it as a sign and letting it happen.
This is a huge mistake. The reason luna is taking long is because she understands things better. Also tany will just mask the problem not help her deal with it.
PS Stop Phobia from being a shimmerist. She is only a shimmerist becuase it lets her look down on people just like people used to look down on her. Hypocrite.

Phobia having Shimmerist leanings is understandable. She grew up in a household where she lived in shame and listened to her parents be bigots constantly about what she was. When ETS came along it in a way made that all better for her, and gave her proper biological gender. From her perspective, even before you get into abilities, this just makes ponies better. Plus, she doesn't seem particularly hostile about humans, or rude. Every action she has had with humans you couldn't actually see anything that indicated she's a Shimmerist. She's been nothing but cooperative and helpful with humans, and unlike her mother doesn't pull any passive aggressive crap with them. She isn't even as far along a Shimmerist as Tonya and Number Crunch, who both get along with humans fine. If there was such a thing as a good Shimmerist then Phobia would be it.
What they have Tonya doing almost makes me wish Sunset Blessing was awake and aware of what was going on. She might be despicable, but at least she looks at things with care and the big picture. She'd never let Phobia push on without Luna being the one to help guide her.
And Tonya had her chance to come clean and she blew it! Wild Growth probably knows now, and we've seen how good she is at keeping secrets. Rosetta is already thinking in that direction. It is only a matter of time before Phobia finds out.
Edit: I'm fine with shorter chapters released frequently. My feed looks a little barren some days and it would be nice to see more things popping up. (I miss The Maritan already).

I didn't have intention of making Phobia 100% good. I don't like the idea of characters who are 100% good, and you'll notice that every one of my characters is flawed in some way to different extents. People in real life are flawed and carry prejudices with them whether they admit to them or not, or whether they actively think of them or not. Phobia has some prejudices, they are small, but they are there.
Even the characters that are clearly in the villain catagory I try to insert some sort of small redeeming qualities to. Some of those don't get the screentime, but I have them in their character for backstory whether I give the readers that backstory or not (I spend a lot of time figuring out every aspect of every character I introduce, even background ones-if they have a name they have a backstory in my notes somewhere). The only character I didn't give much redeeming quality was Swift Strike (though spoiler: we are going to learn more about him).

Speaking of redeeming qualities, I hope that Wild Growth will soon have a motive to attempt to find a merciful way for Phobia to deal with Shadow Dancer. We haven't yet heard the entirety of Number Crunch's confession, but I think there is a good chance that Number Crunch will say enough to allow Wild to realize that Tonya was the one who persuaded Number that Swift Strike had to die. If Wild learns that, she'll realize that Tonya probably used her mind control powers to persuade Number Crunch, and will then understand why Tonya is so frightened of Phobia. She will hopefully not let Number Crunch know exactly what Tonya did, (though she might let the secret slip because of her desire to reassure Number Crunch that she isn't as much to blame as she thinks she is), but this realization should give her a reason to want to establish a merciful precedent. If she can find a way to get Shadow Dancer some mercy, then when Tonya's crime eventually comes to Phobia's attention, Wild can argue that Tonya should receive mercy as well, just as Shadow Dancer did. Perhaps, she can argue that S.D. should be sentenced to a long term of community service in the dream realm? If S.D. is allowed to live, he could perhaps help aid Phobia and the other Wardens in teaching other night ponies the need for the law, by telling them about whatever punishment the Warden's impose on him?

Um, there is no way in hell they are letting Shadow Dancer off easy. He forcefully mind controlled 5000 people at least. This guy deserves a death sentence. The only thing he has going for him is he's cooperating. Even with that he expects to die and likely is only hoping for a quick death rather than have the Wardens get creative with ways of torturing him before he dies.
as you say this chapter may be short but at the same time this feels like a vary good place to stop.

Shadow Dancer controlled a whole town. So does that mean Shadow Dancer is rather like Starlight Glimmer?
What is the better alternative here? For Shadow to be killed for his actions, or for Shadow to be given an opportunity to help correct his errors? If the ponies are trying to build a society that's better than the one they had when they were humans, this might be a good place to start.

I suppose it will come down to what happens in this trial. He definitely has some things going in his favor. For starters, there's going to be a trial and not instant judgement. One of his prosecutors has it in her best interests to have the early precedents for judgement be light. On the flip side his defense lawyer is a short fused crystal pony which will do him no favors. Also, since this is the first trial of its type the Wardens are going to be under pressure to make sure they discourage this kind of thing happening again which means added pressure to be harsh.
