5093851 debatable how old one has to be to run one... and since one might assume that he could've lived with Twilight since he hatched, it could be that running the library is all he knows how to do, practically... plus, there have been times he's been much more juvenile than that, and even times when he's more mature than some adults I know... tough call...
I assumed Spike would be only a few years younger than Twilight, so no explanation needed.

I might be wrong, but I almost think it was said Twilight entered Celestia's school at an early age (Like, she may be the youngest of the Six or close to it), so she would have probably hatched him young, and there isn't a gigantic age difference
