It is single use, and is made over time when Electra uses her magical talent of electricity to turn a normal copper coin into the Heaven Cent through a process known as Electraplating. It is from the "Xanth" series by Piers Anthony. Beware: While a good series it is, read only if you're a sucker for Pun-ishment. For Xanth is built mainly on puns.
The story description just kind-of reminded me of it, especially when I saw the "Crossover" tag.
