You need to work on your story telling. It's very wordy and difficult to slog through. Literally all that happened in the first chapter was Spike saw her on his way to see Fluttershy. All of that little stuff in her house was completely unnecessary. You can't write a whole chapter of filler text. I'm not trying to be rude or mean and I'm sorry if I did anything to upset you, but I thought I'd offer some proper feedback.

3882048 Most hairspray is on flammable these days since we pumps rather than excellerants for the environment.... but since ponies don't have fingers they still might (like in the power ponies episode)...plus hair's flammable anyway...
This story does need some work. It tells a lot but needs to show instead. It's the number one tip for authors.
What will happen if Mane-iac lady meet Princess Celestia or Princess Celestia finds out about Mane-iac's rampage?
Okay, I immediately started being suspicious of Fluttershy being in love with Spike the moment she started calling him Spiky-Wikey. Looks like the Mane-iac isn't the only thing after Spike's heart.
Wait a minute...Mane-iac said her ray would make everypony's mane go crazy, Mane-iac appears in the real world, and Fluttershy, who took a direct blast from the ray, starts showing affection to Spike while the Mane-iac acts odd towards 'humdrum'...
