Just a bit concerning your description: S-III's are seven feet tall. S-II's are taller by a few inches, hence why Jorge was able to lift Six off his feet in-game. More on the story later.
Firstly, the San'shyuum are the leaders of the Covenant, and the Sangheili are only the Elite soldiers. They don't control shit aside from the shipmasters, and they are only in control of their starships. You also made Jorge just give up in the conversation, and because he's an S-II, would have thrown Six out of the hangar if he thought it would help. Try reading up on Halopedia or Halo Nation if you want to further your story. Or better yet, play all the games(except Halo 4,) read all the books(except the stories moving Halo 4's plot into place,) and familiarize yourself with the Halo-verse. Trust me, I'm an ODST.

I've played all the games, yes 4 also, and I don't believe I gave the elites a position of power, just Six killing two of them, and one asking for confirmation of friendly for the ship. And the reason Jorge gave up quickly is because there is a story called MIA that follows that plot, and I didn't want to give the appearance that I copied his plot. And hopefully I can turn your down-grade around. But, I'm gonna need some help with forerunner lore, so I'll ask ya.
