I approve of your mysterious villain, though he needs a proper villain-stache

The conversion bureau is an alternate universe where ponies emerge on earth in the distant future. It was originally created by the author Blaze. His story was not completed but many spinoffs of much better quality came from it. The idea is that humans basically ruined their planet, pony's came and offered to let them into Equestria...only as ponies.
The 'Potion is basically a mix of magic and technology. Its what turns humans, and in my story a super computer, into ponies. Humans can't enter equestria because the magic from their lands is harmful even deadly to them. Not only that but they are behind an ever expanding barrier in the Atlantic, or in some stories the pacific like in chatoyance's lost in the herd series.(her stories are a good read) :yay:
It sort if like magic va technology. The conflict comes from those who want to change to those who want to stay the same.
Conversion bureaus are usually clinics or converted hospitals that allow for this change to happen, usually after about a week a person is given the potion and after they wake up they are a random pony, no they dont get to choose what type. Humans are given a choice to undergo conversion, they don't have to actually.
The antagonists in this universe are the HLF or human liberation front. They believe that equestria and their inhabitants are a threat. They seek to preserve humanity through violent means. The other group per or ponies for earths rebirth believe humans should be removed from the planet and usually force the change.
Hope this clears up some things. I have a few favorite stories that are set in this universe. A mares tale, last man standing, Yellowstone, an azure future, change of life, twist in tail, taste of grass. I'd give them a read over. :)

could a just nuked the factory ya know...

I actually tought of that, but then I figured it would probably create a bad side effect with all that potion everywhere after impact, that and it's sort of in a populated area I guess.

I see your reasoning there, though, they probably had a back up plan along the lines of "nuke it from orbit.... Its the only way to be sure" in case things went south.
