It makes no sense to classify the classification designations themselves. In fact, it's contradictory: "Confidential" is defined at the "Secret" level, so someone who would otherwise be able to access Confidential documents would be unable to do so unless they also have Secret clearance.

The definition is classified, but someone doesn't have to know what they are entitled to in order to receive it.
An interesting little method of story telling, always entertaining to see twilight go off the deep end in the silliest ways possible.
Comical yet slightly hard to follow. Still a good read.
