If I may suggest, how about one of the council member being a laid back/slacker type, but is also highly intelligent and is very skilled (similar to someone like Shikamaru from Naruto)

He poses as a child. It's the form he used when he first met the crusaders back at the palace, and as for when he makes himself look older he gives himself a random cutiemark each time. I should've made that more clear.

I suppose for the purpose of getting introductions out of the way this was an effective method but it feels rushed, and the main character Gary Stu-ish. 'I was the best since I was small, and better than those much older than me' (not a direct quote, I know), if he does not come off as Chosen One-ish then could be seen as the character being arrogant. Even though he may have deserved his position as far as this story goes, unless the Changelings have genetic memory that gives them a natural 'muscle-reflex skill' when they do something their predecessor did many times before he was conceived or something there would have had to have been more to it than him just being good at shape-shifting for him to have become an adviser of all things.
a teacher, sure, and if his acting was as good as his shape-shifting skills are supposed to be, then maybe a Spymaster. But to be the advice-giver to the head honcho he'd need to have been the best at pretty much everything ranging from tactics in battle to political interaction (if any took place) to possessing leadership skill and respect amongst his peers unless the queen wasn't bright enough to realize these things would be important (then again, she DID lose to a nation that's been in a state of peace for the last 800 years or so. Can't be too bright if you do that). What you wrote pretty much takes us from point A to point D.
Who were his instructors(if they had no name you could describe their personality or at least gave an age and physical stature for them)? Who did he have for competition as he climbed in rank? Name a few times where he made mistakes during his previous life-career places (everyone does at some point) and what he learned from them.
Add a few spices to the stew before you eat the veggies and meat.
