This is the first Hellsing crossover i've seen with Rip who happens to be my all time favorite Hellsing character next to Anderson, shame she didn't get much screen time they could have done so much with her. The redemption idea is brilliant and if anyone can help her along that road its Fluttershy. Keep up the good work ,I'll be watching

Ceras is created by Alucard and eats souls. Donor blood was only a substitute and a weak one, and she overgrown this stage. Rip is artificial vampire, but AFAIK the process utilized by Millenium is derived from Mina, who was turned into vampire by Alucard. This probably gives her same needs. The location of Millenium in Latin America, known for regular revolutions, agrees with it, though does not prove directly.
Given that, I'd say that Rip needed blood or, preferably, souls when she was a vampire under Millenium in Hellsing universe and probably used to it, but make it only an option and not a requirement in Equestria. Bonus points for fueling her special powers by blood/souls.

Giving Rip a redemption story is also a neat twist, and from the quality of your writing I can expect great things.

Interesting story. But with her name rather then dieing and resurrecting in another world it would be more fitting for her to sleep till the world remade itself into equestria. You know "Rip Van Winkle" style for her namesake Rip Van Winkle who slept in a cane magically drunk for 20 years.
