Having the guys pimp themselves out wouldn't be very useful for this endeavor. Assuming we're going to act like genetics works very simply in this world, every male that fertilizes any non-thestral would run at the very least a 50% chance of not being a thestral.
However, they were talking about surrogate mothers earlier so they have artificial insemination, or the very least have the ability to take a fertilized zygote out of one mother and put it into another.

Even a thousand female thestrals bearing children wouldn't result in as many thestral foals as would come from what the less than 500 males remaining would produce from the tens of thousands of surrogate parents this program would attract across the breadth of Equestria.
And we already know that genetics don't work the same way in Equestria as they do here. Pound and Pumpkin Cake, remember? Parentage seems to cause little more than an inclination towards any given species of pony.
But the thing with surrogate mothers, you've got that backwards--they have at the very least artificial insemination, and possibly the ability to relocate a fertilized zygote. Surrogate mothers are typically the artificially inseminated, biological mother of the child. And the artificial insemination part isn't even necessary--the "surrogate" part just means that they're carrying the child for someone else. Actual sex can still be involved (and considering that this is a clopfic based on baby-makin', it likely does, even if we're focused on Cadance & ShinGleaming ArmorShield instead of the Bats).

But that 50% is still too low. Why not just have thestral mares have extra fertility spells/meds and then have them fertilized. Then take the zygotes and put them into the mares of other tribes. That way, you have 100% chance of a thestral. Keeping the thestral mares from getting pregnant for the time being will allow them to keep making eggs, rather than have them shut down.
In other words, why settle for at best 50% when you can have 100%?
6429444 Looking back... yes, that would actually be the necessary thing to do.
Since thestrals are reclusive, their relationships are most likely predominantly with other thestrals; they'll need to take the eggs upon conception and relocate them. Just having sex with anypony who volunteers wouldn't work... I forgot that.
Those thestrals in relationships with non-thestrals would have to just hope for the best with their partner, though. Unless there's a spell to change a pony's species, too.
If they don't have the ability to transfer zygotes, this can't possibly work. Artificial insemination would be little more effective than Shining Armor trying to impregnate Cadance before the next hundred years pass by.
Still, it wouldn't be a full 100% likelihood of thestral foals. Ponies only mostly give birth to their own race.
As a trans woman who really REALLY wants to be a mom. You have no idea how much this story means to me, and how much I can relate. ^_^ I haven't been so pumped for a next chapter in a fanfic since First Pony View. Thank you so much for making this. =)
I hope Gleaming decides to remain female permanently after she has the foal. I mean She is going to be the Mother, turning back into a male, she'll cease to be that.
In my fic FoE: Broken Steel a character of mine went through the same thing thats going on in this fic. He started out as a male but got turned into a mare by the magic of killing joke and couldn't change back because of its magic effects. Using an alchemy potion she made she temporarily turned her marefriend into a stallion so they could have a foal together and by the time a cure for killing joke came around she refused it.

1. As far as I can tell, Shining being immortal adds nothing to the story. It could and should have been written out, which leads me to my second and most salient point:
2. If Shining wasn't immortal, then this fic's premise would be completely airtight! We'd actually have a practical reason for why Cadance wanted to go ahead with her plan, and what's more, it really would be the only way for them to have foals! Seriously, that one tiny detail shot this story's premise in the foot just two chapters in. I can't begin to describe how frustrating it is to see a potentially great premise like this come to a spluttering stop for such a simple, easily-avoided reason.

EDIT: Just saw that blog post for myself. For the record, I don't think it's appropriate to refer to perfectly reasonable criticism as "saltiness". In my case, I genuinely thought it was hurting this story's potential.
But whatever--it's fixed now, so I shan't harp on about it. Keep up the good work.
