Obviously Discord was left in stone, and the ones that were placed there before Celestia was insane were kept frozen. The statues that were released were the ones after Celestia went on the tipsy side, and the statues of ponies that had disappeared in recent times.
I believe I mentioned what made Celestia crazy through Luna, but if not, let me clarify. Queen Chrysalis opened Celestia's eyes. She realized she wasn't the most powerful pony in Equestria. And she had a reputation to keep. She thought that ponies would begin to doubt her and eventually impeach her as ruler of Equestria. She started to go insane on the thought, and so she decided to make herself appear as the most powerful being in Equestria by eliminating anything with the possibility of power, which can truly be any pony with a goal. She got Dr. Whooves with his time travel abilities, the elements, and Luna, Shining Armor, Captain of the Guard, and more. It is crazy logic, but then again, she did go insane.
She couldn't take the thought of people judging her badly.
