How is it that such a great mare should spend her final years in a nameless town far from her birthplace?

This is the story of her life, of her triumphs and heartbreaks, and of lessons learned too late.

Just so I'm clear on this: Because Cloudsdale has run on hardship on a city basis, in spite of the fact they have good soldiers. Because the mayor (who can't legally order soldiers to work) and the general (for reasons unknown) can't handle it, Princess Luna decided to give Snowdrop the title of 'Stormmaster.' What this translates into is that she can order soldiers to perform manual (or pony-ial) labor. If that sums up the situation, then I have some questions: Why is it that the pegasi of Cloudsdale have more interests in being soldiers than being laborers? And what of the citizens of Cloudsdale, are they not helping with the 'crisis?'

4783954 Cloudsdale is a very independent city with a strong military history, so integrating it into the kingdom has led to some problems not faced by other cities. Back when Cloudsdale was an independent city state most citizens were trained ready to fight, but few were full-time soldiers. Battles occurred close to the city, and most citizens were regular workers most of the time. However, because Equestria needed a much bigger army more and more ponies left Cloudsdale or went into the reserves. As citizens began to identify as subjects of the Two Sisters rather than citizens of Cloudsdale, the empire began to replace the city in the popular imagination, and service to the city became less important.

Cloudsdale also has the weather team training program, which means that many pegasi with no particular ties to the city are passing through. The local weather teams looked after Canterlot's weather and trained new weatherkeepers, and skilled weatherkeepers are often called away to deal with problems in other parts of the kingdom. Cloudsdale's resources were stretched very thin, and being a city on clouds meant that they could not receive help from unicorns or earth ponies.

Furthermore, there is an unspoken rivalry between the mayor and the general. Because the military force of Cloudsdale is no longer linked to the city itself, the roles of mayor and general had to be separated. All the generals so far tend to be very protective of their authority, and held onto their soldiers even when they were in the city.

All this adds up to an unstable work force and a lot of administrative problems. Under the Stormmaster, the general's authority is effectively suspended within the city of Cloudsdale until she gets orders from Canterlot to mobilize her troops. Theoretically the labor shortage should go away, since the general cannot withhold her troops when they were needed for non-combat duties. There is also the hope that the Stormmaster would be more of an equal to the general since both are chosen by the princesses.

At this point in history the Stormmaster is a social experiment. It might not be the best solution to solve Cloudsdale's problems, but it is a potential solution.
