In all seriousness, I agree with Rainbow Dash. I don't care what kind of condition Cold Heart has, it's no excuse to treat Scootaloo that way!
Now I know the perpetrators of child abuse suffer from mental issues, emotional issues, etc. But that doesn't give the right at all to lay a hand on a child, and for Cold Heart to blame her being in jail, and being beaten by the other inmates, and breaking up the family on Scootaloo then she deserves what she gets. However, in a way I wish she will try to look at all she has done to Scootaloo and cry sadly because of her actions and feel that pain she caused.
Poor poor Scootaloo, but I am so glad she has friends like the CMC and a family in Rainbow Dash and the other Mane Six.

Or maybe Cold Heart should be forced to watch Scootaloo grow up to be a well-adjusted and successful adult who succeeded because her mother is no longer there to "punish" her, just to rub her face in how wrong she was.

yeah, i like that idea. like, after we get through scootaloo getting better, the epilogue should be set a few years later when she's accepted into the wonderbolts with dash. scoots and all her friends and new team mates could be having a partyand her mom would show up after getting out of prison and start trying to abuse her and stuff again, but scootaloo wouldn't take it this time and she's tell her off and have all her friends back her up, then rainbow would hit her and kick her out of wherever they're having the party and scootaloo could finally have the closure she deserves. we could even have the dad at the party and have him refuse to back up his ex wife! oh it'd be so satisfying!

I'm liking this so far, but you could work a bit on some scenes. It's very dialogue heavy sometimes and a bit rushed.

Oh man, I love the whole Scootakite thing. I've legitimately never seen that before and it's adorable.
Poor Scootaloo's gotta get her fear of disappointing Rainbow Dash taken care of, it'll lead her into trouble if she's not careful :( She's gotta remember that she's with a much more understanding parent now.
Rainbow just teaching Scootaloo that cheating is wrong, and giving her the punishment of being grounded was real good and she handled Scootaloo's feelings and emotions very well. Also, the end is adorable.
I'm so happy that you got your inspiration back. And might I say that you did a wonderful chapter. It's sad that Scoots may never be able to fly, but seeing Scootakite made me squee so hard! It was adorable, and Rainbow Dash did a good job on a 'good' kind of punishment for Scoots cheating.
