Not a cross over if you only use their ideas. You have to implement characters from splinter cell into the story.
1546673 that is a common misconception. Many crossovers are of mixing the characters from another game/story/movie and placing it with the MLP world. But another variant is taking the world of another Story/game/movie and implementing it into the MLP universe. This story falls under the latter.

3rd Echelon orders. I did that because i didnt want ponies in general killing each other with them, so i turned the weapons into something only the 3rd Echelon and the 3rd Echelon alone could use as part of there advanced technology (hence Marines were only armed with spears). The next question would be, why would there be gun manufacturers if most of Equestria doesn't even know what a gun is? Their manufacturers are now their inventors instead of company. And I dont necessarily "need" to have humans introduce ponies to weapons. There are plenty of fics in which ponies are armed with firearms when there have been no humans.

I'm sorry if this offends you, but you're arguments are really frustrating me. You're criticizing me for elements that are in tons of fanfics. Some fanfics have violence like this, but are still good! End of Ponies by Shortskirtsandexplosions has firearms, and it's not the only fanfic that does. Then there's Into the Depths by Pen Stroke which has bladed weapons fr the royal guard. But my story is apparently mediocre for having such weapons as well?

I felt that you and others reading this deserve better, a chapter with more action then explanation, because it's almost like a filler (although it IS a nessicary chapter, I cant just toss Scootaloo in a mission and be like, "SURPRISE! you're part of the 3rd Echelon now! Here's your pistol, your goggles, and black future ninja suit!") Therefore, it is to be released late. Expect it to be posted in one to three more weeks- alongside chapter 4.

How in the world do you write such long chapters? I can write about 1k words and call it a chapter... you could have cut there two up alot :P
2034532 it's quiet simple really. Time consuming, but easy. You just write until the character has reached a moment of noticeable pause ( for example, at the end of Hunter Killer, Scootaloo's mission is over.) or when the characters dilemma changes(like in The Marines, where Scootaloo is knocked out). You already seem to follow this, but your chapters seem shorter because your writing style is a lot more terse than mine.
Alright, finally got around to reading this.
This is a pretty exciting story. I feel like we are missing a lot of details--I'm still kinda confused on the politics of this whole situation--but overall, I'm definitely enjoying it. It definitely could use a run-through by an editor though. Once you get grammar/punctuation/etc. cleaned up (and maybe add some more exposition), you'll be good to go!
And Scoots is just badass here, and I love it!
