I think because it's a female demanding sex, that the gravity of that sort of thing wasn't really explored. It was just taken for granted that all of the male harem were totally into it. But if you read closely, that isn't made 100% clear. There was no offer of 'If you feel uncomfortable, you can sit this out with no punishment.' All we have is a high ranking leader demanding sex and secrecy from some random soldiers.
Some might call that rape.
Who knows, maybe some of them were married, or gay, or just didn't like the idea of casual sex. Luna didn't bother to check. They were literally selected sight-unseen.
