From Canterlot, is a mare and a unicorn... I'm thinking Fleur? 's the only character in the possible character tags who fits this. Or maybe Cadence...

Dangit, that just generalizes it even more. Not much to do but guess, and in that case I'm putting my bits on Trixie. Because she's a nooblord at magic and, I dunno, thinks obtaining moar horns makes her more magical.

I'm probably wrong but she lives in Canterlot, she has reason to want to kill unicorns being an earth pony musician, it would be really unexpected and everyone is assuming that the killer is a unicorn. As far as I can tell the killer doesn't have much magical control or skill (basically just flashing some bright light at Rarity) and maybe she has a horn strapped to her head or something.
If not her then Trixie because she's really not that great and powerful and wants to steal other people magic or something.
Good story so far by the way. Not going to favorite it until I see some Pinkie Pie/ Hannibal Lecter but rest assured that I've enjoyed it and that you're definitely on the right lines.

Still really awesome. I'm really interested to see the whole interaction with the killer and rarity as well as the interaction between pinkie and dash
