1: He was never from Equus. He was a Spirit created to help protect Purgatory and guide ponydom. There were many other spirits and they were all known as angels. He was corrupted and turned against Purgatory and Equus and was banished to the realm of Tartarus as punishment.
2: the souls in Limbo that are not exactly bad or good are stuck in Limbo, carrying out their eternal life by wandering the lands of Limbo and/or becoming the spirits we would call ghosts. Satanic brought Blueblood out of Gluttony and placed him in Limbo so he could get her access to Equus by adding enough dark energy for her to release herself. In return, he was reunited with his love in Hatred.

So Lucian is like Discord, but like 162% less sane? And less about being a spirit of Chaos to balance order (whom we never see), and more about just being a colossal d-wagon? Honestly I thought Lucian was one of the original Alicorns who was the fanon answer to "what about Pony's whose special talent is murder or theft? What do they get for a cutie mark / happens to them?", and in my head I was like *points at Lucian* "they end up like that guy." Especially since his children are all Alicorn Demons.
But I guess a Spirit of Evil, that's like a what ever looking, My Little Pony Sauron, without the One Ring to Rule them all artifact is pretty decent. Although you might need to answer how he fathered Alicorn Demons, but it's interesting and I'm interested in seeing where it might end up.
