Luna and her followers might have traveled further away from what Equestria have interest in. Example what might lies behind the badlands or far over seas. There are many possibilities why Celestia haven't found Luna yet. It could also be very very great allies had hidden her since its stated that she returns with a massive big ass army or Celetia might just be stupid as f**k as you said. All those bananas might have done something to her brain.
