A very interesting concept of goddess!Celestia. If anything needs to be done to the story overall, it's that it needs some type of spacing to make it flow a little better between events.
Otherwise, it's a very good short story.
I mean, if one is truly Omnipotent then they are absolute in every aspect, this Celestia would be metapotent, as in she can do anything and everything she wills but that's about it. Other than that, good story man!
