I like this. It's not the usual, "Humans aren't bastards!" that seems to be all what the TCB stories are these days.
My only criticism is that having a character named Smith and one named Splish messes with the eyes a little.

He was named John for ... ages but John Smithson just ... didn't work in my head as well.
Not bad but a bit slow at the beginning. Over all its not bad. The formatting of it is pretty bad and there were a few grammar derps in it but I'm not going to go on about the few errors I saw.
So yeah, over all its not bad.
As glad as I'm to see a new conversion bureau story my god fix the formatting. It looks like you've hit line breaks with the Enter key after every sentence (or two if there's a line of dialog). You should also find a way to include the prelude to the first chapter. You should also check your commas.
