Oh, I watched the Billy and Mandy episodes in my native dub which, on a side note, is amazing (unlike my native MLP dub which is horrible). I know he speaks pseudo-Jamaican in English but it's not really the way I hear him in my head.
And well, I could imitate a redneck accent but pseudo-Jamaican? I doubt it ;)

That "spell" is actually the standard place holder text used by publishers when a piece of text is needed to demonstrate page layout or typography. It's from text written by Cicero but the words have been deliberately messed with so it has absolutely no meaning.
That way you concentrate on the look of the page, rather than getting caught up reading it...
