In fact there's full teams of heroes and villains in this world. But Sunset's never really been much of a team player. She stayed on her own, under the radar as she built herself up from nothing.
One night though, things go wrong and she starts attracting attention.

some people get starfire wrong a lot. she's not stupid, she talks oddly is all. that kiss she had with robin transferred all his knowledge to HER. she knows full well whats going on, even if some of it confuse her.(some write her as dumb, or just clueless) but beast boy? yea, he's essentially a class clown, but he means well. he has his serious side when it matters.

My guess? Sunset is a repeat threat with demonstrated flashy super powers that the Titans are preparing to face off again soon. Meanwhile the mob are lying low behind their semi-legitimate business front. The latter is probably due for investigation if it isn't already, but it's lower priority and most likely somebody's else's problem.

The mob is taken care of by police who were on the scene when Raven was. Superpowered folks are dealt with by superhero folks. Especially something directly dangerous like fire.

Her break will be she gets a job that doesn’t have her breaking the law while making good money. Gizmo will sell her out I am sure, but her as a friendly enemy can only last so long before she either gets forcibly recruited into something far above her ability to handle or she does something beyond stupid because she needs cash. She is at best a D tier enemy for them but she could sooner or later gain some very unwanted attention.
No one ever assumes ace I find.
Don't get me wrong, this story's premise sounds good, but when I first saw this, I thought it was going to be a My Hero Academia crossover and now I'm disappointed. Oh well, I'll read it anyway.
