I believe the point was the King expected the scout to be restless, and highly likely to attempt an escape.  He colluded with Celestia to give him a 'mission' to spy on the Equestrian's then attempt to 'escape' after several months time, using the bottle.  All to keep him in one place, feel like he's on a mission, and to keep him there to carry out his criminal sentence.

It has backfired, as the scout has decided that a 'turncoat' has sufficient information, thus he is attempting his escape far earlier.  He sent the King a letter as such, so the King has informed Equestria/Luna about the attempt.

"...crazy bint." I love this story far too much for my own good.

Also "PLOT AHOY~!"
