I know pony serial killers are incredibly rare, but I'd expect that eventually Princess Celestia would have caught wind and put a stop to this -- before it got to this point. Disappearences due to other magical phenomena, or due to pony-killing gryphons or whatnot, can't be so rare for her not to have a system in place for noticing suspicious disappearances.
