There exists two Equestrias, Diurnal and Nocturnal, one ruled by Celestia and the other Nightmare Moon. Though they are intertwined, their cultures are worlds apart. Neither are allowed, by law, to see or interact with the other. Concordia, a cross-border agency, enforces this law with extreme prejudice. Break the law and face severe consequences.
Rarity, a private detective, has lived all her life in Diurnal Ponyville with this as a reality.
Ruby Becker, a human tourist, newly arrived in the city, has yet to experience the bizarre nature of the dual cities for herself.
Twilight Sparkle, a member of the Royal Inquisition, Nightmare Moon’s secret police, must work constantly with the knowledge that even she is not above Concordia.
All three soon get entangled in a conspiracy far stranger than this dual reality, one that involves the existence of the legendary Hippolyta, a third Equestria that lurks in the shadows between the ponies and the ponies.
(Inspired by China Mieville's novel, The City and the City).

Very interesting.
Yep, clearly this is alt universe.
Why not tagged for human?
If the journalist is from America, then shouldn't this story have a human tag?

Must have accidentally removed it when I was cleaning up the tags.

I'm glad you enjoyed what I've written so far. Fixed the tag problem, but AU Rarity will get a later chance to freak out over fashion. She is after all in a country where cutie marks are covered.
(Parts bushes, leans out, adjusts small round-lensed glasses)
Verrry interesting! But no cyclotrons anywhere.
(Leans back and gap in bushes closes up.)

Gosh, you weren't kidding when you said you were going to Twilight this! Yeah, there's definitely no cyclotrons here. You'll see why later.
Six month checkup.

Thanks for the check up. I was up to chpater 8 but then something I introduced early on was hobbling the rest of the story so I had to cut it out, which meant rewrites. Hopefully I'll be able to release two chapters this weekend; I'll need to in order to stop myself from going back.
Speaking of check up...
Oh Twilight, you might be an alt-universe pawn of a tyrannical regime, but never change.
And another layer.
Hmm. Strange we don't see Twilight's reaction at the end. I wonder if she intentionally hid it.
Well, this is where being a commie gets you, Twilight.
