The description reminded me of The Things We Do For Love, but thankfully the content is quite different and you haven't just replaced the human there with Pipsqueak here. That story was good, but I don't need to read the same story twice.
With population numbers low having multiple partners was encouraged to increase birth rates.? This sentence doesn't make sense. You are talking about two Stallions to a Mare, that does not increase the birth rates, you would have one Stallion to a herd of Mares. You should just drop that sentence and just write that Mare's are horny and selfish and want to be rutted by as many stallions as they can.
Gentlehoof is correct. You don't increase birthrates by devaluing stallions for the whims of mares. That actually decreases birthrates in a population where there's equal population of genders, or even more females than males. Even if there's more males than females that still doesn't increase birthrates, it just doesn't affect them at all.
A stud can get many mares pregnant. A mare can only get pregnant once every pregnancy cycle.

Maybe I should clear this up. Having a herd of multiple femalepartners is encouraged, for the aforementioned and obvious reasons. BUT, in Scootaloo's case, she has multiple male partners which, yes, confers no benefit in the sense of propagating the pony species, but relates to the general premise of having multiple partners being a culturally accepted and encouraged practice.
Basically, having multiple partners in general is a very normal concept in this version of Equestria, and while officially it is for procreation, it is not STRICTLY for such. Thus leading to harems like Scootaloo's, where she has multiple male partners. In the larger context of socially-accepted polygamy, the goal of which is artificially boosting population numbers, Scootaloo's herd is anecdotal, and purely for recreational sex, BUT is still a legitimate and accepted herd.
So yes, Scootaloo is a selfish, horny cockslut who likes to watch colts give each other the D.

Just wanted to let you know, there's a part where you describe Pipsqueak as "sedimentary," which would mean he's related to rocks or sediment. I think the word you wanted to find was "sedentary" which means somebody who spends much of their time sitting.
