Off to an interesting start, though this felt more like a inner monologue prologue than a real chapter. As for people hating it, really it just depends on how you write it rather than what inspired it's 'snag'. It's not as though only one author can have license to such a novel and intriguing concept. They were only the pony based one of the idea thus far, this concept has been engaged in a multitude of ways across numerous media.
Anywho, I'll keep an eye on this for now and see where you go. It's too early to tell what direction you really plan to go with it as far as what will actually take place.

But then there are the few who stay behind and live by themselves. And in the end it is all down to fear, the unknown is what drives people to do things that they wouldn't normally do.

I like this, a person who refuses to change who he is, even when he is seemingly being given everything on a silver platter.
Now that is a person after my own heart. if given the choice, well, laters then. i ain't changing for anyone. This is why i hate most Conversion stories, but i will follow this story for now.
It's a good premise, others have done magnificent jobs of it, let's see what you can do with it, and I say more power to you. There is no hate within the Conversion Bureau group - though you'll find a bit of it from outside. Welcome to... the other herd.
I have only one sticking point and that is this line: "It used to be our planet, we used to live in harmony" - either your protagonist is severely deluded, which could be very interesting if you follow up on that, or this is some very different alternate earth where humans are not... really human, which could also be pretty darn interesting (What a TWEEST!). With one hundred and thirty-seven wars and armed conflicts going on just as of today, some of the conflict over arbitrary issues hundreds or even thousands of years old, humanity has not ever been exactly the most harmonious creature.
Still, solid start. I await more.

This seems to be a bit rushed, take another read and slow the pace down a bit. Otherwise, it sounds kinda lame. Still, good to see that the human is stepping up to the plate in fixing the problem.

Not too bad so far, but it does feel a bit rushed. Maybe take some more time for each chapter, slow it down and describe the situations with greater detail to give us a better feel for the situations that he faces.
