Scootaloo lived with wing cancer her entire life. The chance of survival was 70%. She was in the thirty percent that died. After she passes on to the spirit world, she leaves two letters for her fellow crusaders. In doing this she hopes to give them one last adventure.

If cancer had a 90% survival rate, then there wouldn't be any reason for chemotherapy.

You're missing the point.
Cancer doesn't have that high of a survival rate. It all depends on how long they live, how much it has affected them, and what type it is. Here, we have wing cancer, which, to a pegasus, would be deadly. Here's a link to survival rate discussion.
You could simply amputate the wings and be done with it, leaving the pegasus wingless. That'll work too.
Either way, what you have here isn't accurate.
Plus, this is a story that (in my eyes) seems to be a feels story. In order for me to be truly sad, you need to lead into it more and give us reason to be sad. Just our character having cancer and dying doesn't do that for me.

Not if the survival rate was that high thanks to the chemotherapy. In our world breast cancer has a very high survival rate depending on when it is found, all because of chemotherapy.

Slightly, would've made more sense if you said that the cancer had a high survival rate when properly treated ; unfortunately Scottaloo was one of the one's the treatment didn't work on.

Before I give a review, I will say it is hard for stories to get me to cry. Heck, it's hard for my eyes to get watery from a story.

This story was not bad. It tells the plot really well. However, I advsie that you space out each paragraph, and I spotted some tedious grammar mistakes in there. But, other than that, your story was a cool one. I'll try to keep track of future projects you may have planned, and maybe try and help you along the way.
