Even as a parody, you still follow the traditions, and thus the only logical conclusion for why Flutters isn't in this is because Bendera will decide to turn her into the evil Ranger. She'll just be in her garden, feeding her animals or something, the suddenly BOOM! Fancy spandex costume and an overwhelming desire to murder her friends.
