It's only been a few moons since Spike moved to Ponyville, and the settled zone hasn't quite gotten used to having a dragon around, any more than his sister has become accustomed to managing all the duties of a small town library. So while she sorts out late fee notices, he's expected to work the front desk and speak to patrons. Ponies who don't know how to talk to him. Ponies who seem to be having a hard time even looking at him. So when Twilight finally sends him to collect a book from a truly unresponsive patron, it's almost a relief.

Except that the pony isn't there. Will never be there again.

And just about nopony seems to care if she was ever there at all.

Surges. Just about every newborn foal goes through them: episodes where their magic is randomly finding its way into the world, effects appearing with no understanding or control. Sires and dams whose foal matches their own race can usually counter enough to keep the nursery in one piece. How do you kill a pegasus's soul? Put her in charge of the town's weather, then only let her schedule sunny days and gentle evening showers. Not thunderstorms, not blizzards, certainly not hail or tornadoes.

Nothing fun, in other words. Celestia forbid the weather team make some real weather, the kind Rainbow Dash dreams about. The farmers would never stand for that.

Well, screw the farmers. Screw the fashionistas and screw the library princess too if she complains. Rainbow Dash has a dream and she's going to share it with the world, whether the world wants it or not.
