How did Celestia not realise that she would be putting 1/3 of the population out of work if she let Discord controll the weather? Bucking stupid Celestia

Perhaps, but who am I to question the Princess who has such wonderful ideas as "Let's release the Avatar of Chaos and leave him alone with Futtershy?"
I would like to mention that most of Discord's desired effects would take a long time to fully materialize. Such that they would not be noticed unless somepony was looking for them. It's more like Celestia and Equestria are stupid for trusting Discord at all.
Fluttershy seems A-okay with natural weather and never does anything with clouds. Derpy/Ditzy is a mailmare. The Wonderbolts aren't weather ponies, they're athletes. Flying chariots seem to be a common thing, so a pegasi taxi service is probably a job that they can get. The pegasi were originally what seemed to be a warrior culture, presumably before Discord.
Oh sure, there will be chaos from the return to natural weather, and the loss of an industry, but Discord's exaggerating the fallout and gloating. It's not going to be quite as bad as he's telling Rainbow Dash.
Which is a very Discord thing to do, now that I think about it.

Very good points, defiantly shows holes in Discord's plan (and by extension, mine).
And he's also the kinda guy to underestimate his opponents.
I do want to expand on the effect a bit, should I get around to writing a sequel. For now, i'm pretty happy with how the fic turned out.

A sequel of Discord grumping about because of instead of "rioting in the streets" he gets "irritated pegasi who eventually find new jobs, even if it takes them a while".
And Celestia knew this would happen and is giggling at him.
Or the great rulur who gave Twi (who has a tendancy to over react) TWO tickets to the grand galloping Gala saying she could only bring ONE freind out of the FIVE
Or sitting back and watching whilst the Element of Generosity and Loyalty and three members of the Wonderbolts plummet to their deaths
Or showing a dying Philomena to Fluttershy without telling her beforehand that she was a pheonix that dies in a ball of flames and is reborn form it's ashes
Or sending Equestria's most powerful group of friends to deal with a Dragon that could probably kill them

I looked the chapter over and only found double spaces between sentences (and that's intentional).
I actually think it has something to do with how FimFic handles paragraphs, because I see where you see them...
Yeah, I can see that. I like unfeeling better because it means "devoid of feeling; devoid of kindness or sympathy," while apathetic means " lack of feeling or emotion; lack of interest or concern."
He's not quite apathetic, since he's quite happy with current events, but he certainly lacks sympathy.
Nice and open ended, that's for sure.
It ended up being more about the idea than any sort of plot.
Still, a beginning, middle, and end? are all you really need to have a story.

I never even considered an alternate explanation about why pegasi can control the weather. Your hypothesis is very interesting: Discord's chaos magic allowed the weather to work naturally without outside interference, but when he was imprisoned, his magic apparently wore off, so the pegasi really had no choice but to take control of the weather themselves! That's a marvelous theory! 
And just dang, Discord's revenge scheme was uniquely clever and completely unexpected! By eliminating the need for a major industry that employed one-third of Equestria's population, the nation's economy would go straight down the pooper!
Whoever said economics is boring obviously hasn't read this story! Oh, and when Discord erased the memory of his plan from Rainbow Dash's mind, that was deliciously cruel!

That was a good story. Its nice to see a story were Discord is as crafty and manipulating as he was in Return of Harmony.
