Slight bone of contention here; military schools are not meanrt to reform delinquents. They're training centres for cadets, and Babs is the last sort of person they'd want, given the importance of trust in the military. When I was a schoolteacher I helped run a cadet unit, and we teamed up with a military school periodically. They made a point of quality, going as far as to say on their website "do not send your problem kids here. We are not a juvenile detention facility."

I don't deny what she did was wrong, but offenders need to be rehabilitated as well as punished. Judging from her attitude and dialogue in the previous story, Babs believed the entire world was out to get her. Excessive punishment would only reinforce that.
Did you know that 75% of those who are released from prison in Britain go on to reoffend? That's because British society is more interested in punishing people, forgetting that one day these people will need to reintegrate into the community.
