Harry Potter is a lonly child who isn't treated verry kindly by the relatives he is living with. He Wishes for nothing more then a friend, or someone that is willing to be even more to him. Luckily for him, the spirits of the elements of harmony already knew of that a long time ago and set events into motion that will change his destiny forever.
I have read many HP/MLP Crossovers and realized one thing. In all of them Harry either ended up as a unicorn, a pegasus, or a changling, sometimes even as an alicorn, but never as an earth pony or a Thestral. Now, I think it's about time to fix this.

It's just way too convenient for HP to have a horn and people tend to forget that all pony tribes have magic. The fact that they use it in different ways doesn't matter.
However, him being a thestral is pretty much the same as a pegasus unless you add thestral variants of other two tribes in the mix.

Despite being an absolutely terrific mumbo-jumbo hodgepodge he's not really a dragon. At least not a "dra" with a "g" "on". His scientific name is draconequus. Ask any scientist and they'll prove that by looking funny at you and slowly ebbing away. And when he's multitasking or Eris pays a visit or something oddlier manifests we may address that as draconqui. That's a plural draconequus.
It's very rare to find a story where Dumbledore just needs a chill pill when it comes to Harry living with Dursleys. Luna is the magical powerhouse where she can just spit on the death eaters.

Just up to this point so far, and you've likely already made your story decisions.
Something I wanted to mention: Harry was born into the Wizard community, and as such, it would be more than likely that Harry has no identification. Presenting Rose to the Child Protection services would as likely be just one more proof of abuse and neglect. Getting the name changed would at that point simply require the appropriate paperwork and a court order.
