Unless this goes dark at some point, my guesses for who sent it are Cadance and Luna, in that order. Or working together. The collars seem to design the scenarios based on lust, so that might include Cady, depending on how loosely/cloppically...that's a word now, don't judge...this defines her role as Princess of Love. And Luna, because they seem to send their wearers into a dream-state.
