Suppose that's true enough, but it's more than a bit jarring when you read about a soldier that was fighting tooth and nail in one moment, then only freaking out slightly over a large horse woman the next.

Ah, gotcha.

I know of a few on this site that do this actually.
1. Start the basics of a plotline.
2. Begin writing in key details of story.
3. Work to expand said key parts into "mini-arcs" at pace.
4. Add detail and more character development during step three.
4.5. Construct world laws and build around characters.
5. ???.
6.profit.
