It's an intriguing concept, but the execution was rife with errors. I saw a stairs used instead of stares, and several moments where the pacing didn't flow right due to a missing word or odd phrasing.
I'm not sure how effective your previous editing tool was, but that's my evaluation.

A very interesting look at Celestia and her using her power. I find very believable that the new ponies would fear somepony with that much power. I also believe Celestia would very well give up or not use her power for them not to fear her. A very interesting concept and I look forward to reading any else that mite continue to explore it.
