If fall of Equestria is just a fantasy caused by an, in reality, innocent stallion's severe mental illness then it seems pretty bloody cruel of Luna to just torture him. Not to mention pointless as he is literally incapable of stopping of his own free will.

Not bad by any means. I like how Celestia and Luna are concerned over him, although Luna's jump to execution over a clearly delusional individual is a bit off. I can't decide if it's out of character or not for her to say-she is from an older, harsher era, but at the same time Dainn is sick, and hasn't done anything. Would she say the same of a person who says something disturbing in a high fever?
Aside from that, not bad at all.

Yeah, I get what you and HIddenMaster are saying, and HM has a point. She's from a time where things were way harsher than they are in present day Equestria, and let's work on the assumption she hasn't had much experience dealing with the mentally ill, so to speak. She's had to rule the night, and acts as the one who plans out wars, she doesn't really have much time to deal with mentally sick ponies.

Luna is from a harsher era, and to be fair Dustchu said it already. In the old days psychology did not exist, and delusions can lead to something dangerous. Basically people like Neon Crystal were put to death or forced labor all the time. Plus, Neon Crystal insulted Luna's only family, and instead of breaking into his padded room and breaking a leg, she just gave him a nasty nightmare, a cruel mercy, but still mercy.
Also, just because science has determined why you are an asshole and that you cannot stop yourself from being an asshole, does not mean that you are no longer an asshole. All it means is that we now know why.
