So Dash returns from the dead and Twilights first action is not finding who has the magical knowledge to revive her and question them but instead blast Rainbow into ash.

Twilight of course screws up, because what would a story be like if Twilight didn't screw up at least once? She could have called Discord, she could have sent a message to Celestia or Luna to see if they knew anything or knew of any similar cases. Since she had a spell ready, Twilight would appear to know a little bit about what Rainbow Dash's situation is, but not enough: otherwise, Rainbow Dash's soul would have ascended completely instead of continuing to be stuck in limbo, this time without even a body to inhabit. I suppose she wanted to be able to resolve the situation independently of her mentor, but it's not going to be finished that easily.
A little odd to see RariDash, but that's mostly since I've never really seen it in a story before (Dash being more normally paired off with Fluttershy, Applejack or Twilight). However, in retrospect it does give good credence to Rainbow Dash's 'voice', where she sounds a little poetic at times. Having a close relationship would explain why, with Rarity's more refined speaking rubbing off on Rainbow Dash.
I presume it'll be a further case of Rainbow Dash having to tie up loose threads and help those who have been most affected by her death before she can fully depart. She has a good start with Scootaloo, but it'll be her relationship with Rarity that will truly have to be settled before Rainbow Dash can finally move on.
