Well it depends but it's going to be a civil war in the enclave. Problem is who is going to win? That is up to the author.

Quick question and wondering. You got Twilight with some magical goo to heal and regrow her horn, but why hasn’t fizzlepop done this as well for her horn? Seems a little inconsistent.

I have a few explanations.
We see in the movie that Fizzlepop lived in a remote village, plus it's been at least 15 or so years since Fizzlepop lost her horn, so horn medicine has had time to develop after she lost her horn.
We also know from Applejack having to work herself very hard one episode to 'make sure Granny can afford a new hip', that Equestrians pay at least part of their medical bills. With how remote Fizzlepops village was, she may not have been able to afford it before the damage became permanent from trying to overuse her injured horn.
Plus, it was an Ursa that clawed off Fizzlepop's horn, so there could be some magic damage to the horn as well from whatever magic Ursas are made from.
Hopefully these are some satisfactory explinations. I wasn't able to find a natural place to slot them into the story.
