Ah, how you wrote it came across as it was the dining hall that royalty eats at. If that was the case it would have gotten capitalized, since it's their official place for meals. If it's just one place to eat out of multiple places, then adding royal to it really is superfluous (since it's just a dining hall where they are going to eat.). Even then Adjectives can get capitalized just as much as nouns.
Nonetheless, good story.
