Human + foal is allowed so long as the human is an adult and the foal is not anthro. To some extent I find it weirder, since it is then adding an age difference to their interaction, but the alternative would be child + foal, which is rightfully banned.

The difference I think is mostly a legal one. Erotica about human minors is illegal in most jurisdictions worldwide, regardless of general erotica laws, but laws about animal erotica rarely if ever make any age distinction.
There may be other reasons, including the one Larvo mentioned, but they are generally either a consequence or cause of the legal reality.

To more important things. I have discovered a plot hole in this chapter!
...You know a story plot hole. Not to say the plot holes here aren't any less attractive. But to get back to it, Rainbow said she gets intimate with Fluttershy during heat. This doesn't make any sense since she has no idea about Fluttershy's "No-No" side. She attacked Anon because she thought he was hurting her. But the knowledge about her side had to be there if they really were fuckbuddies. So yeah, plot hole detected!
Can anyone have a straight face while saying plot hole during a clopfic and meaning something other than that everybody thinks? That's quite hard!

I'm definitely intrigued by the notion of a human taking advantage of oblivious ponies.
The manipulations are delightfully creative and entertaining.
I'm really digging this story. It's so relaxed and the protagonist, despite having such power, remains gentle and likable. In the future, it might be interesting to set Anon up as a relationship councilor as an excuse to be with mares outside his herd, or maybe a sex ed teacher for foals and adults.
