This is placed shortly after a Canterlot Wedding. Shining Armor and Cadance are away on their honeymoon, and while Celestia is looking over the guests list for anything unusual, she noticed that Blueblood had not been present at the wedding. From there the story goes pretty much.

Chrysalis, during the Canterlot Wedding in the canon series, disguised herself as Cadance, presumably entering the city prior to Shining Armor putting up the barrier (which was put up in response to the threat against Canterlot). I took some liberty and made it to point out that Chrysalis had came to Canterlot as a different pony before transforming into Cadance. Whether it was the real Cadance who denied him out of confusion or Chrysalis wanting to keep cover is not specified, but either way, the shape-shifting Cadance is Queen Chrysalis.
As for the Luna part, Luna in the canon did not show up to the Wedding until the late evening, asking whether she had missed anything. Presuming she was dead serious, this would imply that she either slept like a rock buried six feet under in a closed casket (which is unlikely in this story's headcanon considering she came to this conversation in the first place) or she was nowhere near Canterlot during the attack, and had no intentions on going to the wedding reception planned for that day.
There was hardly anything subtle about the attack, so really just about anything could have happened and Luna would have missed out. What she was doing during this time is still up in the air, but defending Canterlot could not have been one of them.
I guess the short of it is, to get that Luna must have done something off, you would need to have seen The Canterlot Wedding parts I and II, which I assumed readers would be familiar with, to get the hint.

Exhausted or not, I would like to think that the changeling attack would have awakened her, presuming of course she actually sleeps anywhere in Canterlot and would be able to hear the shenanigans going on.
While I don't believe so nor does this story follow that idea, Luna being Chrysalis would certainly count in the fishy department.
