The Sad tag is reserved for stories in which, for the longest of periods, the character is sad. The entire fanfic is supposed to be sad (sans the ending, in some cases).
And, by definition, Tragedy means that a character must, over a long period of time, develop him/herself and, in the end, ultimately fail. A tragedy can't be sad because if the character spends all the time moping around and suffering, there will be no room for development. Without development, his ultimate demise will be... meaningless, thus, not a tragedy.
