Our Christmas gift came early this year, it seems.
There are some stories that work off clever writing and style.
Then there are some stories who will get more upvotes than views solely because of it's ridiculously awesome premise.

Being someone who really didn't like Rainbow Factory, I'm still surprised at how much I actually liked this story when I pre-read it. It's so much improved, and the characters are enjoyable to read -- Atmosphere is so much fun and Gentle is fascinating.
So, yeah. Good job, Aurora! I'm eager to see how this all plays out.

Runs country for 1000 years, probably completely broken for first 100. I can see her not catching any kind of shift of pegasus mentality.
Going on this world's cannon: The pegasi have a mentality that has been bread into them for 1000 years. This mentality is "for the flock" which is much like a few certain other countries were like during a few certain, unnamed wars and countries. They see the test as the final sign of whether or not this particular pegasus is worthy of joining the flock as a whole. Mothers have it bred into them. Fathers have it bred into them. Usually the older you are, the more set you are in the ways such as the "banishment" for the unworthy. No one asks (publicly at least) any questions for fear that they may have their name moved over to the failures and be "banished" as well, after they have been "recaptured" that is.
1000 years is a VERY long time for a subtle shift in an entire species to happen and be put in place such as this and since it's bred into them, no one is going to ask any questions about the one who failed because they see them as an embarrassment to the family and flock that needs to be removed ASAP. So RD is not acting out of character with this universe's cannon. Hell, she is staying in character with the fact that she is extremely loyal to the CWC and will do everything in her power to keep it going (I had to stop halfway through last night, so I could wind up stepping on a mine with that comment)
You don't have to be retarded or insane to not notice something like that. subtlety is a weapon rarely used, but the pegasi have wielded it well

Not one mother wept over the loss of her daughter and cried to the princess? NOT ONE? Because that's all it would take, one. One pony can change the world. One crying father at Celestia's doorstep would stop this. One young, wild-eyed pegasus who misses her baby sister, or refuses to buy that her big brother was worthless, sneaks out of her window, and flies to Canterlot. That never happened? In one THOUSAND YEARS, no one challenges the system?

So... I know that this may be redundant, but Aurora, you need to make sure you reference in the description or at the beginning that this is a sequel to 'Rainbow Factory'. In this society they use the weapons of fear and brainwashing though.
The brainwashing of "praise the flock" is very prominent in their society and it is for the betterment of the flock that the weak be removed. Yes, a parent could be questioning about it. even raise hell about it. Yes, a sibling or friend could do the same. These voices would be far and few between and they most likely would wind up on the fringes of such a society with no sway or way to grab important details. Yes, they could have ran to the princess and said something, but the societal ingrain of "this is a pegasus problem and shall be handled so" is there because of the "praise the flock" programming that is instilled on all of them.
The fear is the other half of the equation that makes it easier to believe that this continued over 1000 years. We haven't got to see much of Cloudsdale's actual culture here in this universe, but from what I can infer it is most likely much like a totalitarian state. If there was a voice of complaint, it would be stamped out in a very simple manner: move the name of that person to the failures list and say that they have been "recaptured for the betterment of Cloudsdale" since they can't have any form of weakness. I'm not 100% sure, but I think that most pegasi who had passed the final exam would be more than a little fearful of someone with the power to do such a thing, so they would tend to stay more in line.
As for the "wild eyed" child, there are a few problems with that: they have to KNOW where Canterlot is in relation to where Cloudsdale is, have to be able to make the flight (most likely at night) in a very timely manner (no specific cannon has ever been set for time and distance in show or pretty much anywhere, but the general premise is quite a while if they have to use a train to get there from ponyville [yes i know, different point, sue me]), and they are just that, a child. you may disagree with it because of this debate (hopefully stays in friendly waters), but even you would dismiss a child's concerns on such things. Especially if it is such things as a "of age" pegasus who left home (separation anxiety perhaps?), most likely to not return for awhile (we know it's never again, but they don't) so it would be passed off as them missing them (again, we know what is really going on, but with no proof we really do tend to brush off a child's concerns on such things).

In that case, the author needs to SHOW an uncaring Celestia. Show me a tyrant who cares not for the lives of her subjects.
But I that is the case, if life matters so little to her, why hide it? If Celestia is part pegasus, shouldn't she be in the flock? Or, why would this high and mighty flock, who cares so much about their identity that they kill children who dont measure up, bow to a monarch who isn't one of them? The fact that they are hiding it means that in this universe, killing kids because they fails one arbitrary test is wrong. If so, again, NO ONE ever looked into it? People not

Side note: they would still bow to Celestia BECAUSE she gave them the authority to make rainbows in the first place. If they were to get big headed enough to question her rule (or ruling over them), they know they would be busted and they can no longer afford something like that since they control most of the world's weather (one could argue the fact that this gives them enough power to do such a thing, but in the end only Equestria would truly feel any major effect if the pegasi were brought low). Celestia is also MUCH older than them so they wouldn't be pompous about her being less than the flock (though one day they might get there).
For now, I wait and see what our author has in store for us

Also, if EVERY pegasus is SO into this, that they don't ask where their own kids go, then why are they hiding it? Why not TELL them? Think of it like this: A parent has a child who fails the test. In the parent's eye, if everypony is so indoctrinated, she would view the child as worthless, scum, a shame to the family. Now, if they told them, then at least the parent could take solace in the fact that their worthless, piece of crap child contributed in some way.
