Primarina is a water type and Sunset's magic strength is fire. Therefore, she's better off with fire type pokemon.

I think her getting a Pikachu is symbolic. Ash got a Pikachu so he can help her train it and bond with it.
It basically mirrors Ash and his Pikachu. It's symbolic.
