I was actually watching a bunch of clips of Shaggy to help me write this: he's an underappreciated character.
Part of the concept here is that this guy is basically Shaggy, with only a single character trait changed: instead of a coward, he's Florida Man.

I mean, you probably saw him like that because that's literally what he's supposed to be: that's just the metacontext of the humor that you're supposed to be picking up, that Shaggy is a stoner, possibly getting stoned with all the others, and the talking dog thing might be a side effect of the drugs. They even make direct references to this in the live action movie from the mid-2000s. (which floored me when I realized it was made by James Gunn, considering it's the only movie by him I've ever seen that wasn't good.)

As I've stated, I wrote this as a joke. That's not to say there can't be a good story here, only that I really didn't have any ideas beyond "wouldn't it be funny to do the ultra instinct Shaggy thing with a Displaced fic."

Looking forward to it. Finally got around to finishing up Displaced Into Nothing. Hell of a piece. I hadn't looked at it since 2018, I didn't realize you had made so much progress on it.
